Independent Forensic Psychiatry Service is a private licensed expert agency in Lithuania that conducts forensic psychiatric expertise and various forensic psychiatric examinations. Experts of the institution are on the list of Lithuanian forensic experts. They hold a degree of Doctor of Medicine and have a significant work experience in the field of expertise.

SERVICES

Forensic psychiatric expertise in the criminal proceedings (criminal code) is conducted for the purpose of:

  • evaluation of mental condition of persons and determination of their ability to understand an essence of their actions and to control them at the time of commitment of criminal offense (determination of irresponsibility, diminished responsibility);
  • determination of mental condition of persons who have experienced mental disorder after commitment of criminal offence or sentencing and their ability to participate in pre-trial investigation and judicial proceedings;
  • determination whether the suspect, the accused, the person on trial or other person involved in the proceeding poses a danger to himself or others due to mental disorder;
  • determination of the necessity to apply the appropriate type of coercive medical measures for persons who have been declared insane or of limited insanity;
  • evaluation of mental condition of witnesses, victims or other persons involved in the proceeding regarding revival of circumstances from memory that are significant for the proceeding (an opportunity to give testimony);
  • determination of addiction to psychoactive substances of the suspects, the accused ones, the persons on trial and the convicts and a need for treatment;
  • determination of emotional state of the individual at the time of commitment of criminal offense and influence of that state on his behaviour;
  • evaluation of mental condition of victims and other persons and determination of causes of mental disorder and a degree of health impairment;
  • other.

Forensic psychiatric expertise in the civil proceedings (civil code) is conducted for the purpose of:

  • evaluation of mental condition and determination of persons’ ability to understand the meaning of their actions and to control them at the time of addressing an issue of capacity, diminished capacity and incapacity;
  • evaluation of mental condition and determination of persons’ ability to understand the meaning of their actions and to control them at the time of entry into transactions; post-mortem expertise;
  • determination of ability of participants of civil process (plaintiffs, defendants, witnesses) to understand correctly the circumstances that are significant for the proceeding and to give testimony on this;
  • other.

Forensic psychiatric expertise in the administrative proceedings is conducted for the purpose of:

  • submission of conclusions to pre-trial investigation judge or the court regarding personal medical examination of the person (driver) for determination of alcohol intoxication (insobriety and the level of drunkenness) and narcotic intoxication.

Examinations are conducted by the professional for the purpose of:

  • evaluation of mental condition of the person and determination of his or her ability to understand the meaning of own actions and to control them prior to signature of transaction;
  • evaluation of soundness of conclusions of previously performed forensic psychiatric expertise;
  • determination of expedience of conduction of forensic psychiatric expertise.
